No, but the building he was flying over is the central command center of the cuban military and special police. Regardless of how high/low you regard the cuban military, it doesnt change the fact that the building holds significance to them.

He flew it over the equivalent of the Pentagon, so its understandable why he was detained. That being said, they are illegal there, but a quick search on youtube will show you that many other (more considerate) drone pilots have been flying and filmng in Cuba without being thrown in to jail.
