Controller signal/HD signal strength

I've searched the manual and checked various threads online but cannot find a suitable answer. I live in a major metropolitan city where interference is a concern. If I'm flying at a distance but within visual range and the HD signal drops but the controller signal is still at maximum, is it safe to continue to fly further? I've been turning around or selecting Return Home whenever my HD signal drops down to two bars.

There are two signals -- the remote controller signal and the video downlink (HD). You really only need the remote controller signal to fly. However, if the video downlink drops, you will not be able to see the live view or the flight data in DJI GO.
