Newbie Question about phone or tablet use

My Mavic will be here in a couple of days and I am somewhat confused. I was hoping to use my I Pad Air and/or and old but good Galaxy S4 that does not have cell service. I have spent the last few days in tutorials and doing extensive research and reading several threads here I am confused as to if either will actually work without cell service. I'm thinking that as long as I use my Verizon mobile hotspot, either will work just fine although I am leaning more toward using the I Pad as it seems to be more stable. Can anyone clear this up for me?

You can start off with hotspot initially to get the maps and GPS then it's ok to turn off and fly.
I use ipad without the sim card installed so have GPS functionality. I tether to my phone until all up and running then turn off phone.

GPS data cannot be shared over a hotspot.
