So when I get my 107 am I permanently constrained to those rules or can I also fly recreationally and shoot pictures at night for my own practice/fun at night Which isn’t covered for recreational. Again, my own personal use/practice.

you can choose to fly either way,if at night make sure its under rec rules

You need to get a waver to fly after dark either way you are subject to FAA rules

There is no regulation requiring a waiver for recreational flights at night.

Flying a Drone at Night (Without a Waiver)
Under the new rule, Recreational remote pilots are permitted to fly at night if they: ... Equip their sUAS with anti-collision lights visible for 3 statute miles.

That's not current law.
