No, but you can use an RC 2.

Fingers crossed there will be a RC Pro2 controller introduced with the Mavic 4 Pro (which will work with Air 3S), not for sure, but very possible. Honestly, you gotta have some type of high end smart controller for your flagship(s) and I understand the RC2 keeps the regular kit price down and reasonable but Mavic 4 Pro FMC w/RCPro 2 may as well hit up against the limit.
