Can a Chromebook be used for the mini? If so and anyone IS using one ... suggestions as to which one that's being successfully used would be great! Thanks!

If you mean as a device to link with the controller then I doubt it, the DJI Fly app is only for iOS and Android devices. I know some android apps can be run on ChromeOS but I'm pretty sure the Fly app won't be one of them.
Besides it'd be very cumbersome ?

No it can't, the Chrome OS does not support DJI Fly.
If you want a 12in screen your best bet would be the Ipad Pro
