How do I downgrade a 4k video to 1080p in Divinci? And should I do that when uploading to you tube?

You can also change the settings of your project prior to importing any files into your timeline by hitting the PROJECT SETTINGS gear icon in the lower right corner.

YouTube reencodes everything into a number of separate videos to accommodate different playback conditions. Starting with 4K initially will provide the best viewing experience, as the YouTube software will downres it as required without any additional work on your part.

This, if you have 4k video upload to YT with 4k. Youtube will downscale your 4k video to 320P, 480P, 720P, 1080P, and then 4k (In that order so give it several hours before sharing). YT automatically determines a users bandwidth and then automatically selects the appropriate bitrate (quality) version of the video.
