No. Currently, drones aren't required to transmit ID, so there's no way to gather that information. Remote ID is coming eventually, but it will take a while before all drones in the sky are compliant. And even after the rule is fully in effect, drones and other remote controlled aircraft can be compliant without transmitting their own ID, as long as they're flying from FAA-Recognized Identification Areas.

9/16/23 is the date of RID compliance. By then I'm sure there will be an app

There are systems that will do that, but they're expensive. And they are not app driven.

DJI has an app that will do that, but it's only in beta at the moment. And may or may not be released to the general public.
