Getting more control soon

Cant see the problem. Self policing has clearly failed and i cant see the harm in requiring owners to meet a minimum level of knowledge and being identifiable. Provided its not priced stupidly its probably a better option than more large scale draconian rules to stamp out the idiots.

Cleary failed? Someone needs a nanny and a pacifier

Just saw the news report and the ATC rep / consultant on this.

Potentially It sounds like self registration, coupled with a online introduction / test in to safety and UK laws.

They can't force anyone to do it, but if you cause trouble with your drone (?!) And you're not registered you're subject to the law. well either way you would be.

Definitely not interested in paying for anything. good luck UK government.
