I don't think that's a bad thing although there will be a cost involved.

All sounds good in theory, untill the bureaucrats, officials, unions etc get involved then it just becomes another hassle/expensive/tax on drone pilots who already do the right thing and fly safely and with consideration for others, whilst the small amount of bad/ill informed drone pilots will just carry on as normal.

Sadly you cannot legislate against dumb and stupid

In principle its a good idea. Ive got limited/no confidence that a fair price will be set though. I suspect it'll be a drone tax as opposed to a cost covering, low admin fee.
