New user needs your help

I live in Malta (Europe) - will the Huawei Ascend XT2 phone, that a lot are talking about,
be good for me as I see its AT&T prepaid ? or will it be locked? as I was just a click away to order a new Ipad mini 4, but if this is good will save me some money. Also with this phone or Ipad will I be able to use the follow me mode? or they need GPS please? as the tablet is just wi-fi. Thank you befreohand for your help - Your friend from Malta

Don't know if it's locked, not the right forum for that question. Follow Me Mode needs GPS. Follow Me Mode does no work very well, Active Track is better and does not require GPS but it needs a good/powerfull phone. GPS has nothing to do with wifi.
