Where would something like this fall into FAA's rules? Not sure the demo footage flight practices would be legal in the US. It's obviously not a sUAS.
 
Depending on the weight it may qualify for an Ultralight? https://www.usua.org/Rules/ruleandregs.htm
Almost looks more like a Light Sport Aircraft according to those definitions. Notable that those can fly up to 10,000' MSL or 2000' AGL and have part 61 training requirements. Not sure those would be allowed to skim a waterway at <30' AGL like the video demonstrated.
 
That puts a whole new slant on drones for peeping toms? imagine that hovering over someones yard, cracks me up!
