Ocean flying

What's a safe altitude to fly over the ocean? How about the "suds" near the beach -- is it safe to fly fairly low there because of the less reflective nature of the foamy waves?

I've flown at around 2m above the water surface without issues, and around 1m above the surface where the "waves" were breaking. The "waves" were more like ripples, less than 10cm high as it was a fairly calm sea.
