Is it possible to put together a stitched photo panorama, by using stills from a video clip?

Can’t see it being any different than stitching normal stills, no harm in trying so give it a go

Microsoft has free software available called "Image Composite Editor". It works really well for photo panoramas, and is also capable of creating a panorama directly from a video file.

You can try it but don't expect results to be as good.
Video resolution is 3840×2160 = 8.3MP
Stills are 5472×3648 = 20MP
As well as smaller images, frame grabs from video are likely to be less sharp due to lower shutter speeds.
