So I need some clarification on the FAA's operating limitations on the maximum altitude you can fly a drone. Can you fly a drone 400 feet AGL above the tallest building next to where you are flying the drone?

Are you flying recreationally? If so, you cannot fly higher than 400 AGL. That means there can never be more than 400 feet between the bottom of the drone and the ground over where it's currently flying.
