Turn off v/s reboot and laggy video

Is there a difference between turning off and turning back on the CS and rebooting it if you are having an issue and want to try to clear it up?

Do the same processes that happen during starting up also happen during reboot?

My live video is a little laggy (the recorded product is fine) and was thinking force stopping anything that doesn’t need to be open and rebooting would be beneficial.

I don't know about the CS but with my tablet just switching the camera modes back and forth cleans up minor pixelation or lagging.
