City lights are generally bright enough to be seen. My Mavic Pro has 4 strobes (Red Green White) on it so I can see the direction of my flight path. Plus I know the terrain prior to sunset and know where any objects are that can cause issues...

The Mavic and Air series aren't super cheap. If this is his first drone and he's looking to save money then steer him towards the DJI Mini 4k. Its not the top of the line, but it can still get some great cinematic photos and videos.

Eh you got something better :D Still have a Spark but to me it was kind of the least exciting thing DJI released. Size was kinda revolutionary but at too much cost to performance. Took 8 years but the Neo 2 is basically what the Spark was meant...
