Framerate question

What framerate is best to get the best image quality cinematic landscape videos? Some say 30fps some say 60fps because it gives smoother footage and some say that the higher framerate lowers the per frame Mbit number thus essentially lowering the amount of digital information in each frame. I know the basic 180 rule so this question is purely about framerates not ND filters and other stuff.

My question was meant to be more technical rather than artistic

Modern codecs are based on motion, and while there is less data per frame at a higher framerate there is also less motion to encode for each frame since they're taken closer to each other.
In the end it's a question of comparing what a particular camera/encoder manages to produce at both settings.

But it still does matter that someone who doesn't like 24fps footage still won't like it even if it provided higher image quality, and someone who finds 60fps too "soapy" will likely be bothered by that more than by any other image quality difference.

Depends on what your target device is: if a phone, tablet or computer screen - 30fps or 60fps to match the screen display refresh rate of 60hz (60 screen refreshes per second equals smooth playback with 30fps and 60fps) Old style 50hz display units (old projectors, CRT's) are happiest with 24/25fps.
If you use 24/25fps for streaming: you'll end up with degrees of jitter, or lag.
