I would NOT count on that in the least. Flying a drone for Emergency Services (EMS, LEO, SWAT, etc) is not what "most of us" are skilled at high stress and highly technical flying. Huge difference between "Taking pretty pictures" and gathering the very specific DATA that these agencies are...
