Sorry for the late response. I'm military so no issues with customs. But I asked around and I needed permission from the country officials and Petra security said the same thing that I needed permission from the government.
I'm just pissed they took 3 weeks long saying there were fixing it when they didn't really fixed it. They just sent me a completely different aircraft that is broken.
So I sent my mavic in for a gimbal overload issue. And 3 weeks later I got it back because they were fixing it. So of course I'm going to fly it. But it's not the same S/N on the aircraft and now I have a motor idling loose or missing prop notification. So they never fixed my mavic they sent me...
So if anybody's interested you are allowed to fly in Jordan but need permission to be able to fly and take pictures/ videos. I did go to Petra but was not allowed to fly. I emailed the proper authorities but no one was able to help me. Oh well Petra was still amazing

Don't need data. I was in Europe last month and had my iPhone in airplane mode the whole time and still worked fine. You will still pick up GPS no matter what.
