Good story. I agree there is a role for drones in law enforcement. But I believe the people should make the rules for their usage and law enforcement should obey those rules in addition to the other standards like the Constitution. Just because drones come along doesn't mean we need a bunch...
When you "activate" your drone and if you choose DJI care refresh optionally (which requires an extra binding step on most new drones), that's the extent of the formal contact you need to make with DJI initially. The details contained in your DJI account are sufficient to notify DJI.

Sounds like your last known gps coordinates had a hiccup with RID. Glad you were able to use LAANC with no problems but several have reported all kinds of DJI geo issues so no telling what happened there.
There is no way to get that email address. Even DJI won't give it to you. However, DJI will reach out to the email address on your behalf and ask the person on the other end of that email to unbind.
FYI, RID registration is not the same as account binding (to the previous owner) using the DJI account.
I believe the solution to your issue involves reaching out to the previous owner and having them logoff the account and unbind the drone and you're good to go.
I know you didn't say this but is de-registration required? Does the database prevent duplicate registrations? Ideally, the seller would want to cancel his registration and remove the drone from his name and while it may not be super important to the buyer, you probably don't want *your* drone...
That is certainly an option but I wouldn't use the marketplace as an opportunity to educate. I personally don't feel it's the right environment to bring it up and I don't think the seller would appreciate the feedback in this setting. He could or he couldn't...but since I wouldn't be able to...
There are big mountains in MT, perhaps he scaled one of them for over 1000 feet but never lifted more than 400 feet to the ground below. The registration, yeah that typical; lots of people don't understand (and maybe not agree with) you need a commercial license for every drone flight you take...
Understood and going to Kyrgystan would be a major trip for me so I personally would want to start out with the best props I had just in case I couldn't see what I needed to see with my older props. But yes I don't know of a physical or mechanical reason to replace those. Like the Autel props...
Surely it's not a requirement just like it probably isn't entirely necessary to replace the prop that struck the stake if you inspected it and like the other 3, no visible damage. The way I think about is the lifetime of the drone which for me usually involves one complete change of props...
