There are other countries that use FCC power so it makes no sense that they would lock drones to CE power. It's a geographic setting depending on where you fly.

If you haven't already, try manually changing the setting to H.264. Once you use a frame rate or resolution that triggers H.265, you have to manually reset the codec even if you go back to an H.264 capable setting.

In the past, certain settings (such as 60fps) will only be available in H.265. The H.264 was only available at lower shutter speeds such as 30 or 24 fps. There are other settings that it affects as well but I can't remember which ones off the top of my head (possibly HDR or other color modes)...
