Apparently this is a common issue with the goggles. Mine does same thing as OPand they are going back today for service. Wont charge and green led comes on just very briefly when plugging in the goggles.

I don't disagree, but what does registration by FAA have to do with state NFZ rules?? Where's the state interest ?? I get the whole NFZ for airports and altitude restrictions , and commercial use etc., but the whole registration thing is not within the purview of their power, state or federal.
