You could fly freely in rural areas in the north or the south. The DJI map will not let you fly near military installations.
You can fly above most cities, wake up early in order no to harm anyone.
It was one of the best experience of flying in my life. The sub climate there is incredible. At sunrise, you can get clouds, fog, sunshine, all within 15 minutes.
From my understanding they have strict laws about not flying over civilians, and a 10,000 euro fine for those who break it. Tough I heard that for the first time they settle for a warning.

Imagine going on this road when suddenly a bus full of tourists comes from the other side.
Took an 8 day road trip in late September. Norway is huge with 5.5 million inhabitants, so plenty of places are just plain empty with no problem to fly.
Weather was changing quickly. Rain, heavy winds even snow. Yet, my good ol' Mavic Pro handle it all.
They handle things like a 3'rd world country, I won't bother.
Plus, you can get away from minor things with a small bribe. Our driver in Sri Lanka got away with 2 traffic violations just by handing out 300 rupees.
