Yeah that's one thing I noticed about state and local agencies or city governments. Not just in the US but all over the world. They have film and TV commissions for issuing licenses to professional film and TV productions. They have a specific fees table, which includes their own personnel...

But technically in NZ, you have to get permit in a lot of DOC lands. Actually I think it's a fee to apply for the permit. You may pay over 200 NZD and they may still deny your request, you don't get that money back. In addition, some councils want money to fly on some of their lands as well.

Well that one, the camera seems to be suspended over the terrain which is a steep incline going down to the water from the road. Unless there's some elevated observation deck there, it would have to have been taken from the air.
