Could this be down burst?

I do not see any sign of downward wind until the leading burns have hit the floor and then there might be an outward moving dust cloud on the right.

Or perhaps a mass dive to avoid a predator?

Or.......

This to me looks like a bird concert gone wrong, just to many birds showed up for the show.
Take a look at these birds crowding each other.

Many of them made it out alive. Others were trampled on by other birds

It looks like unintentional flight into terrain - some of them just didn't pull up in time. Why the flock would make that maneuver is harder to answer.

Looks like the lead bird of that flock ran out of altitude and ideas all at the same time.

Seriously though, I have seen similar once when I lived in West Pal Beach. A flock of birds, very dense was flying over and all of a sudden hundreds started dropping from the sky and flying into the house and near by trees. We called animal control and they got on site and called a bird specialist of some kind. The word we got back was that the birds were in a long migratory phase and had possibly ran into a storm before getting to shore
 
I just saw this and was only halfway joking in my post but it did look like that to me as well.
Without having seen their flight logs it's hard to be definitive, but I would guess IMU failure.
 
Predator evasion. Some birds on top saw something, got spooked, the rest of the flock is in follow mode (at least according to some science that explains flock behavior).
