Flying outside of Class B but within LAANC zones

There are areas just beyond every Class B circle that are within the LAANC grid zones. I've picked a hypothetical spot near LGA and marked in in the map below. You can see the blue circular arc indicating the edge of the Class B space, and the red lines denoting the LAANC zones. Note that LGA does not have LAANC authorizations at the moment.

Can one fly there legally? (ignoring for the moment park & city regulations--this is a illustrative example). Would the answer be different if LAANC were fuctioning and one did not get authorization?

Yes - if you are in Class G airspace then you don't need to use LAANC, even if you are inside a grid square.
