I do not agree that the original image is framable!

The entire foreground, including the water to the right of the boat and the land mass are totally underexposed.This image had a high dynamic range. The drone camera read the lighting from the sky and under-exposed the foreground.
This is easily fixed in Photoshop with the MASKING TOOL.

Open in ACR (Adobe Camera RAW)>Open Masking tools> Mask the sky>invert the mask so that you are editing the foreground> open up the foreground with the shadow slider.

Are you asking about the original image or the edited image? I edited the image above in Adobe Photoshop with Masking tools. Lightroom has the same tools.
