There is something wrong with this footage but I cannot yet tell what it is.
DId you take it straight from the SD card ? Almost looks washed out which leads me to believe it may not be the original footage ?

Very blurry. Might also be that it is in 1080p and not 4k.

Even 1080 should have nicer footage than this, something is still way off.

Perhaps its not the original file, probably pulled from the phone and not SD card?
