I had been ending up with 4K at around 75,000-80,000 kbps. But when I use the same process to render video to around 30,000 kbps I can't tell the difference in video quality but the files sure are a lot smaller

...and on some devices or players or portals, you'll start to have trouble with those high bit rate files.

no doubt. I just make the videos viewable on my 4K TV

What codec are you using for your files? That greatly impacts th required bit rate for high quality video.

For MP4 output I find videos with export settings less 75 000 showing posterization in skies.
