I have noticed that my videos are clear and sharp while the drone is standing still however while panning (slowly) the video is blurry. I am shooting at 2k at 24fps. Will changing the fps help?

Changing fps will have no noticeable difference.

I have noticed when playing back on my computer it becomes blurry when panning.
When I play back the same video on my TV it stays clear.

Maybe someone else can explain why that is.

Your TV may by default have a lot of processing turned on that you have never turned off,it is having the "un-natural" effect of making the image appear sharp and smooth,in reality that is not how we see though :)
Really you should have some motion blur,it's not natural not to have any at all.
Sit at your laptop/PC and move your whole head side to side, any text on the screen will look slightly blurred.

Try panning super slow even if you speed it up at editing.
Or forget about panning and cut it out altogether later.
Good point above it depends what you view on.
