I get articles from Homeland Security and I just spotted this one today. The full article is linked below.
it's titled: Feature Article: Unmanned Vehicles Could Lead the Way in Dangerous Rescue Situations
First responders frequently encounter situations where an incident scene could be either potentially toxic, like an industrial accident, or physically dangerous, like a collapsed building or crumbling hillside. In these instances, the job still needs to get done, despite any personal risk—because lives could hang in the balance. The Science and Technology Directorate (S&T) is facilitating important research and development specifically for these situations, providing solutions that will allow responders to send unmanned vehicles in first to assess the environments, help chart the best path forward, and deliver lifesaving supplies and communications to survivors. So many Responders have taken it on there own to invest in drones to help and save lives, so this is more proof that it is working for them. This article is more future based , rather than ready to go.

its good to see that the tech that the military have been using ,for some time ,in a war zone scenario ,not only to take, life but also to save lives ,is going to filter down in to the domestic domain and continue to save lives

Is anyone aware of how small and medium sized UAVs are launched and recovered from first responding vessels in significant sea states (when the deck can be rolling and pitching about 5 metres)?

for launching ,hand launched at the stern of the boat sailing into the wind if possible,so the drone clears any rigging ,retrieving the drone back onto the boat is the trickiest part of the operation, and would require any obstacle avoidance to be turned off ,probably the safest way would be to have some sort of fine mesh netting suspended across the stern of the boat in an L shape and this time have the wind on the stern bring the drone in and as soon as it is over the netting in the stern, kill the motors using the emergency CSC method
it sounds fairly easy to say, but in a big swell a lot more difficult to do ,timing is the most important part of success
