Hi, I suggest to download the following app for Android device, just to check the flight environment.
Italian Airspace Lite

However, the main Italian UAV flights rules for hobbyist are: do not fly over urban area, motorways, near airports, National parks, over people, during the night, max range is 200 meters from the takeoff point and max heigh is 70m.

Near Varese there is a good view from Sacro Monte, but I'm not sure if it is a National Park.
