What is that extending upward from the birds left talon? It looks like a jess, one of the straps used on birds in falconry.

That appears to be one of the pictures from years ago when people were training raptors to take down drones. I suspect that the project was cancelled due to injuries to the birds.

I did a Google image search and found an 2019 Snopes article about the photo, which dates back to 2016.
