Assuming they have a written policy the city can tell you that you can't be standing on city park property launching/controlling your drone but they have no legal way to keep you from flying over the property. They have no jurisdiction over air space as that is exclusively administered by the FAA.

Curious - I have over $15,000 worth of camera gear and drones on my State Farm personal articles policy. My camera gear has been covered for over 15 years now. When I did lose a drone they covered the entire amount I paid for the Mavic 3 Fly More package even though I only lost the drone.

I have been using their loupes on my DSLR/mirrorless cameras for almost 20 years now. They have always made nice toys.
