    After you have the next to final pano, simply use a photo editing program to remove unwanted subjects.

    I'm not really concerned with the water, but rather the beach and buildings. Of course, the moving tourists may be problematic, also.

    My brother flew a drone unimpeded all around Italy, including over Pompeii, inside the Vesuvius, and the Colosseum while the guards and guides in those places just smiled and waved at it. Of course this was in the early golden age of drones...
