AMann replied to the thread flights above 400'.I would think that a waiver to fly above 400 feet AGL ( and more than 400’ from any tall structures) would also require publishing a temporary NOTAM.

Yes to all the above. Freezing temperatures are not good for the battery, and like manned aircraft, icing up on the props could cause failure. *IMHO
