It's not illegal to take pictures of an animal. That is false. It becomes illegal when used for hunting/scouting. I am contracting with a township to do a deer population survey over a large area....it has been explicitly approved by the Game... -

Where you are makes no difference to activation of the drone. And any GPS receiver works anywhere in the world ... that's why the first word in GPS is GLOBAL.
