I don't understand how some people don't seem to understand this.

All I could reply to that is "duh". Just as it's more likely that a sub 200 gram drone would have the potential to cause less damage than a post 200 gram drone. Neither of which would or should have a bearing on whether or not RID would be needed. Here's something to add to your statement...

It's not the same. Where the speed limit is about safety, the >249 number is about identification. Flying a 249g drone or a 253g drone carry the same risk whether or not they are displaying identification. Adding RID doesn't make a >250g safer.

Odd thing is your comment and conclusion are opposite of a good argument. People spend 10's of thousands of dollars on "learning" things that are not at all pertinent to the subject intended to learn. When, in reality, they could spend that extra time and money learning more about the subject...

In 1980 you could go to your local library and there were resources where you'd grab a book, open it up, find a name and it would tell you where they lived, who lived with them, if they were married, had kids, the kids names, their occupation, their home value, their salary, etc. Not joking...

Wind speed and wind turbulence aren't the same thing. A steady 20mph wind is easier to maintain position than a 10mph turbulent wind. Turbulence requires more adjustments per second.
