How do you know " that's never going to happen"? Are you assuming this? And why is it "appropriately so"? Wondering what your reasoning is with this statement?
Laws are words on paper and only have force if we believe in them and choose to abide by them. When we do not choose, the government is left with two choices: enforce the words with state violence or have its authority weakened with contempt by the People.
Maybe all these people who are incorrect cannot interpret the language.
Language can have more than one meaning. example:

It seems like a simple statement until you begin to unpack the many alternate meanings:

I forgot to mention there are no government sanctioned wheels for the buggy yet, but the government will be contracting for these to become available in the near future and you will be able purchase these govt sanctioned wheels along with an annual fee.
