There are plenty of things to 'spy' on there. It may or may not have been the airport itself. Perhaps they were 'spying' on something more specific like a particular flight, plane (not necessarily a commercial airliner), routine/process... -

These guys were clearly in the wrong from what little reporting we have so far so it will be interesting to see what the state charges end up being and the penalties.....before the FAA gets involved. As usual will wait for the details and so far...
