My thought was that drone enthusiast anywhere in North America could contact their fish and wildlife department to see if there was any interest in starting a similar program.
In my experience, Moose do not react to anything directly above them.
It is, however, quite difficult to approach them horizontally.
All the moose I have treated are wild.
