The mini is under 250G. That's a huge purchase factor I.M.O. If you are not a part 107 operator I would say get the Mini.

'Better' in what respect? Each has it's individual merits.
You can fly the mini 4 in more places than the mav 3 and it costs a lot less.
The mini 4 camera is excellent and can flip to give you a full frame profile orientation.

Not "licensed" but registered with the FAA; you need to go to the FAA.gov website and register the drone using the drone's s/n and details.
You have the drone and the remote controller, as long as it isn't reported stolen, that's all you need...
Fix it up and have fun! The original mavic is the funnest one to fly! not sure why BUT I love my OG Mavic. Note the good advice above and go flying.
The controller batteries are easy to get and easy to change. Drone Bats are still findable too...
