I seriously doubt that anyone would get anything other than a warning and probation rather than a maximum fine. Ignorance is bliss, and an apology and compliance work wonders. Education is the goal of the FAA, rather than generating fine revenues.

That would violate 18 U.S. Code § 912. and the officers could be jailed. police can check you for a trust card or provide assistance in temporary TFR events...
