Yes, that has been the case for many years. If you purchase a drone in Canada (for example), you'll have to take it back to Canada to get any work done under warranty.
My understanding is that DJI's long-standing policy has always limited their warranty coverage to the country where the drone was originally purchased. I gleaned this from a couple of posts earlier in this discussion.
