Yes ... from 400 feet with a wideangle lens, any people would look like ants. Most of the concerns mentioned above would be irrelevant.

DDJI include a few Class 1 stickers in the box so if your does turn out to be over the magic 250g you can still fly, just with slightly more restrictive rules. But as police don't routinely carry scales, and will likely only get round to weighing...
