I have 109 flights on a Mini 2 & found that any gusts higher than 15mph makes it hard to control & an exercise in frustration trying to land it on a standard-size landing pad.
I have a Mini 2 & have also had this problem, usually a few minutes after launch. I found that calibrating the gimbal before launch has stopped the problem.
All I can say is that a client must have pretty low expectations to accept photos & video from a 12MP camera with 8-bit color, 4K or not. Fine for an amateur but from a pro it would be shameful to submit work of that low quality. Or maybe not.
I live in Mesa, AZ & manage to get to Sedona a couple of times per year. I can never figure out if it is legal to fly a drone there or not. There is the airport on Airport Mesa & I know you can't fly within 5 miles of an airport, but what keeps me from flying my Mini 2 around Sedona & Oak Creek...
My only drone is a Mini 2 & after 100 flights I know what the camera can & can't do. As a 100% recreational pilot who flies exclusively in Class G airspace over US National Forests, no photo I have ever taken has any commercial value to anyone.
You never wrote what class airspace the park is under. As a 100% recreational pilot, I only operate my Mini 2 in Class G airspace & launch from public property. Frankly, if the park board wants an aerial picture of its park, they can hire a drone pilot with a Part 107 FAA certification to do it...
