Drones are absolutely essential for tracking criminals, as well as a whole host of other uses, such as surveillance.

Are you sure? If you have an RTH height set to 50-metres for example, that is 50-metres above takeoff point. If you were then flying 50-metres below takeoff point and hit RTH the drone will climb 100-metres before starting its return home.

That sounds like Part 107 snobbery to me. What part of the 107 exam tests a pilot's eyesight, his or her adherence to the rules, their control dexterity, or any other skill, attitude, or attribute which might relate to an operator maintaining VLOS?
