Maybe the OP shoots in D-log where the minimum ISO is 400. OP did not really provide enough info ie. ND type if any at all, focusing method etc. for us to be able to help
As Riptide said, f11 is past the optimal aperture if best sharpness is your goal. I believe that between f4 to f5.6 is the sweet spot. But the video is quite soft out of the camera at best of times and requires sharpening to make it look sharp...

Just a thought.. Capture One software has excellent defringing tool where you can not only pick the color but also select range of the fringing color to be removed. Not sure if Photoshop does it?
