If there are military bases there then I wouldn't be surprised if there are many no-fly zones there also. Check before you fly would be my suggestion.

8 bits will have 2^8 i.e. 256 shades of grey (or a particular colour) whereas 10 bit will have 2^10 i.e. 1024 shades. This will reduce banding in areas of varying colour such as the sky.
